Those grievances existed before the current AI infrastructure surge, but that surge has dramatically raised the stakes. The construction of large language model training clusters and inference infrastructure requires power at a scale that strains even well-resourced grids. Utilities across Virginia have been navigating capacity questions that, until recently, were not part of mainstream policy conversations.
