Russia's ambitions to build a sovereign satellite internet constellation — a domestic answer to SpaceX's Starlink network — appear to be running into serious trouble, according to reporting by Ars Technica. The publication examined the current state of the project, known as Sfera, and what has emerged is a picture of a program struggling to gain meaningful traction.

To understand why this matters, it helps to understand how dramatically the war in Ukraine changed the calculus around satellite internet. When SpaceX began supplying Ukraine with Starlink terminals in the early days of the invasion, it demonstrated something that military planners and technology analysts had long theorized but never seen tested at scale in live conflict: low-Earth-orbit satellite internet could serve as a resilient, rapidly deployable communications backbone that was extraordinarily difficult to suppress. Ukrainian forces used it to coordinate artillery, maintain command links, and keep civilian infrastructure online even as terrestrial networks were destroyed. The strategic value of such a system was made undeniable almost overnight.

Russia, watching this unfold, found itself on the wrong side of that gap. Its own communications infrastructure leaned heavily on older geostationary satellites — expensive to launch, slow by modern standards, and limited in coverage — alongside terrestrial networks that were, ironically, more vulnerable to exactly the kind of disruption Russia was inflicting on Ukraine. The Kremlin had been aware of the vulnerability in theory, but Starlink's performance in the field turned an abstract concern into an urgent political and military priority.

Sfera, the umbrella program under which Russia intended to build its own constellation, predates the war. It had been discussed and planned for years, with ambitions that in their most expansive form rivaled what Western companies were attempting. The program envisioned hundreds of satellites in low Earth orbit providing broadband coverage across Russian territory and, eventually, beyond. On paper it was a credible concept. The execution, however, has been another matter entirely.

Russia's space industry entered the post-invasion period in a structurally weakened state. Western sanctions cut off access to advanced microelectronics, components that are deeply embedded in modern satellite design. The European Space Agency and Western launch partners severed ties, removing collaborative arrangements that had, despite the geopolitical tensions of the previous decade, continued to function. Roscosmos, the state space agency, was already dealing with a brain drain that had been underway for years as engineers found more rewarding opportunities elsewhere. Budget pressures, compounded by the enormous cost of prosecuting a land war, made it harder to sustain capital-intensive, long-horizon programs like constellation development.

The likely reading of Ars Technica's findings is that Sfera is not simply delayed — delays are normal in any space program — but is facing challenges that compound one another in ways that are difficult to resolve quickly. Without access to Western semiconductors, Russia must either develop domestic alternatives, source components through third-party intermediaries in ways that circumvent sanctions, or accept satellites that are technically inferior to what the market now expects. Each of those paths carries costs, whether in time, money, capability, or geopolitical exposure. None of them is a clean solution.

The consequences of a failing or underperforming Sfera extend in several directions. For Russian military planners, it means continued dependence on communications infrastructure that has shown its limitations in Ukraine, where Russian forces have at times struggled with coordination problems that better battlefield connectivity might have alleviated. For the Russian civilian internet market, it means that ambitions for sovereign broadband — a goal that carries both commercial and political weight for a government deeply concerned about dependence on foreign platforms — remain unfulfilled. And for the global satellite internet industry, it is a reminder that building a viable constellation is genuinely hard, requiring not just capital and ambition but a deep and largely indigenous supply chain in advanced hardware.

This also carries significance for countries that have sought alternatives to Western-dominated technology infrastructure. If Russia cannot build a credible Starlink rival, that limits the options available to governments that want connectivity without dependence on American providers. China's Guowang constellation is the other major program to watch, and it is operating under somewhat different conditions with a more developed domestic semiconductor industry, but it faces its own uncertainties.

What to watch for next is whether Russia attempts to accelerate Sfera through partnerships with China or other non-Western states, which would represent a significant shift in posture from a program that was conceived primarily as a sovereign capability. Also worth tracking is whether the satellite production rate increases from its current apparently modest pace, and whether any operational terminals reach users in meaningful numbers. Until that happens, Sfera remains more aspiration than infrastructure.
