The Federal Communications Commission is moving to create a public grading system that would rate phone carriers on their effectiveness at blocking spam and robocalls, according to a report by Ars Technica. The initiative would introduce a scorecard mechanism designed to hold carriers accountable for how aggressively they filter unwanted calls before they reach consumers.
To understand why this matters, it helps to step back and look at how long robocalls have been a festering problem in American telecommunications. For more than a decade, regulators, carriers, and consumer advocates have engaged in what amounts to an arms race with the operations behind automated spam calls. The FCC has issued billions of dollars in fines against robocall operators, many of which have gone largely uncollected because the offending companies dissolve or operate from jurisdictions beyond easy regulatory reach. Legislation such as the TRACED Act, passed in 2019, pushed the agency toward more structural solutions, including the eventual rollout of STIR/SHAKEN, an authentication framework intended to verify caller ID information and make spoofing harder. Yet despite those efforts, Americans still receive tens of billions of robocalls each year, and consumer frustration has not meaningfully abated.
The scorecard proposal represents a different kind of regulatory pressure — one aimed not at the bad actors placing the calls, but at the carriers who carry them. The logic here is straightforward, and it follows a pattern regulators have used in other industries: if you make performance public, you create reputational and competitive incentives that fines alone cannot generate. A large carrier that scores poorly on a published federal scorecard faces potential embarrassment with enterprise customers, scrutiny from shareholders, and pressure from consumer advocates. The approach borrows, at least in spirit, from public health and environmental regulation, where disclosure requirements have historically proven to be more durable motivators than enforcement actions alone.
The carriers themselves occupy a complicated position in this ecosystem. The major players — the large national wireless providers and the regional telcos — have implemented varying degrees of call analytics, network-level blocking, and opt-in or opt-out filtering tools for their subscribers. Some have moved faster than others, and some have marketed their spam-blocking capabilities as product features in a competitive environment. A public scorecard would collapse those varied efforts into a visible ranking, which this suggests would accelerate investment among laggards while also raising questions about how the FCC intends to measure performance in a standardized, comparable way.
That measurement question is genuinely difficult. Spam call volumes vary by network, by geography, and by the sophistication of the fraud operations targeting any given carrier's customers at any given moment. A smaller regional carrier might score poorly simply because it has fewer engineering resources to deploy, not because it is indifferent to the problem. Conversely, a large carrier could game a metric by blocking aggressively in ways that produce false positives, cutting off legitimate calls — from small businesses, healthcare providers, or appointment reminder services — in order to improve its grade. The credibility of the scorecard will depend heavily on the methodology the FCC develops, and that methodology will almost certainly be contested during any public comment period.
The consequences of this initiative will ripple unevenly across the industry. Larger carriers with existing compliance infrastructure are likely better positioned to engage with whatever reporting and auditing mechanisms accompany the scorecard. Smaller carriers and mobile virtual network operators, which often rely on upstream wholesale providers and have less direct control over their network traffic, may find themselves graded on conditions they have limited ability to change. There is also a downstream effect worth watching in the business-to-consumer communications space, where legitimate high-volume callers — debt collectors, political campaigns, survey firms — have long argued that overzealous filtering already harms lawful calls. A scorecard that rewards aggressive blocking could further squeeze those operators, though consumer sympathy for that position is limited.
For ordinary phone subscribers, the most immediate consequence, if the FCC executes this well, would be marginal pressure on carriers to improve filtering tools and make them easier to access and configure. Whether that translates into a meaningfully quieter phone is a separate question, since a significant share of robocall traffic originates from sources that exploit weaknesses in international call routing, an area where domestic carrier scorecards have limited reach.
The things worth watching as this develops are the specifics of how the FCC defines its grading criteria, which will determine whether the scorecard becomes a meaningful accountability tool or a compliance exercise carriers learn to manage. Equally important is whether the commission moves toward making the scores easily accessible to consumers or buries them in regulatory filings.
